We have had mixed experiences with the ChromeOS built-in Select to Speak text reader and the ChromeVox screen reader - it works on most newer Chromebooks but not on some others.

In Preferred Voices, select the voice list and scroll down and select the voice you want, e.g.

Go to Settings > Accessibility and find Text-to-Speech voice settings.

Turn off Select to Speak and ChromeVox.

Then go to the Chromebook Accessibility Settings: Once the voice is installed on the Chromebook, open it, press on the "i" button and set the voice as your Preferred Engine. The child and teenage voices aren't yet available. Go to the Google Play Store and buy the voice(s) you want. At this time only one app from Claro Software has Scottish voices from CereProc some others offer Acapela's 'Rhona' or the Nuance 'Fiona' Scottish voices. It's not possible to install additional system voices on iPads or iPhones and so extra voices have to be integrated into each individual app by the app developer.
